According to the "Hangzhou Enterprise Environmental Behavior Credit Rating Evaluation Management Method (Trial)", Hangzhou Environmental Protection Bureau reviewed the environmental behavior credit rating of key enterprises in Hangzhou in 2017 based on the preliminary evaluation of the district and county (city) environmental protection bureaus. And the results of the assessment will be publicized.
Wa Xiaobian found that among the 310 enterprises evaluated by the Hangzhou Environmental Protection Bureau, there were 78 paper companies, of which 76 paper companies rated the blue card and 2 paper companies rated the yellow card.

The corporate environmental credit rating is divided into four levels: environmentally-friendly and honest enterprises, environmentally-friendly enterprises, environmental protection warning enterprises, and environmentally-friendly enterprises. They are marked with “green cardâ€, “blue cardâ€, “yellow card†and “red cardâ€. According to the assessment results of Hangzhou Environmental Protection Bureau, Tonglu Hualun Paper and Tonglu Fuchun rim paper industry are two environmental protection warning companies.
According to the “Measures for the Evaluation of Corporate Environmental Credits†issued by the four ministries and commissions such as the Ministry of Environmental Protection, the following binding measures will be taken for environmental warning companies:
(1) Ordering the enterprise to implement the environmental credit evaluation work on a quarterly basis and the environmental protection department directly implementing the daily environmental supervision of the enterprise, and report the rectification of the problems found in the credit evaluation;
(2) Strictly reviewing its hazardous waste business license, import license for solid waste that can be used as raw materials, and other administrative license applications;
(3) Increasing the frequency of law enforcement inspections;
(4) Strictly approve and apply for various types of environmental protection special fund subsidies;
(5) The environmental protection department suspends the award of the relevant honorary title in organizing the relevant evaluation and awarding activities;
(6) Proposing strict banking conditions for banking financial institutions;
(7) It is recommended that insurance institutions moderately increase the rate of environmental pollution liability insurance premiums;
(8) to notify the relevant state-owned assets supervision and administration department, relevant trade union organizations, relevant industry associations and other relevant institutions of the list of environmental protection warning enterprises, and recommend that the environmental protection warning enterprises and their responsible persons suspend the award of honorary titles such as advanced enterprises or advanced individuals;
(9) Other binding measures prescribed by the state or localities.
