Recently, under the unified command of the General Administration of Customs, Qingdao Customs organized the fifth round of "Blue Sky 2018" concentrated strike operation, a total of 97 police officers were dispatched, and multiple smuggled import solid waste gangs were simultaneously conducted to conduct centralized investigations and capture major smuggling. There were 9 suspects and they received a lot of evidence of smuggling crimes. At the action site, 308 tons of smuggled waste powder coating, 258 tons of waste aluminum slag and 24 tons of waste paper were seized. The operation verified a total of more than 2,300 tons of smuggled solid waste.
In Qingdao Qianwan Port Customs inspection platform, Qingdao Customs seized 30 containers of waste powder coating on site, a total of 308 tons. After opening the container, a pungent smell came over the surface, and a large woven bag was mixed with waste powder of various colors in a plastic bag. According to the investigators, most of these waste powder coatings are powder coatings that have been dropped, surplus, and expired in the process of spraying electrical appliances in overseas coating factories. They are simply recycled and repackaged by overseas personnel. In order to obtain illegal benefits, a certain trade company in Qingdao has smuggled these overseas purchased waste powder coatings into regular powder coatings and smuggled them into the territory, and then sold them to domestic workshops for reprocessing.
At the same time, the Qingdao Customs Anti-smuggling Police also seized 12 containers of scrap aluminum slag, totaling 258 tons. After investigation, it was found that the illegal elements, in order to evade supervision, falsely reported the waste aluminum slag generated during the overseas smelting process as a steelmaking accelerator attempting to smuggle into the country, which was seized by Qingdao Customs and identified by the Qingdao Customs Inspection and Quarantine Technical Department. It is forbidden to import solid waste, which will cause great environmental hazards.
Since the beginning of this year, Qingdao Customs has filed 36 cases of smuggling crimes such as waste slag, waste plastics and waste powder coatings, verified more than 105,000 tons of smuggled solid waste, and seized more than 4,900 tons of smuggled solid waste. It meets the environmental control standards and 90,000 tons of solid wastes.
